Job Title: Assistant Program Director
Department: ORR Residential Shelter

FLSA Status: Exempt
Salary Range: $78,000-$81,090
I. JOB SUMMARY
Reporting to the Program Director, the Assistant Director serves as secondary liaison with the Office of Refugee Resettlement. He/she is responsible for directing all program activities and for ensuring the safety, security and well-being of the campus’ residents. By maintaining current information and knowledge of ORR policies and procedures, the Assistant Director ensures that the program operates effectively and efficiently in accordance with all Federal, State and local regulations and guidance.
II. ESSENTIAL FUNCTIONS / RESPONSIBILITIES
A. Selects and supervises subordinate program staff. Evaluates individual performance to ensure the attainment of program goals and full compliance with ORR standards.
B. Assists the Director in implementing program initiatives. Monitors appropriate house routines; including mealtime, inspections, youth after-school activities, and the establishment and promotion of a learning environment, as well as off-grounds appointments or activities.
C. Works in conjunction with Lead Clinical and Case Management Coordinators to develop appropriate orientation and acculturation activities to help youth acquire a better understanding of the United States.
D. Effectively builds relationships and ensure that information is gathered or shared with the appropriate staff and stakeholders. This includes overseeing staff meetings to coordinate among agency care provider staff, as well as with nongovernmental third-party reviewers (Case Coordinators), ORR staff, other Federal agencies, attorneys of record, stakeholders, and Child Advocates, where applicable.
E. Assists with and ensures that designated staff members document appropriately in the electronic record or in written case files, for progress and record keeping.
F. For the protection of all youth and staff ensure the immediate reporting of any knowledge or suspicion of sexual abuse, sexual harassment, inappropriate sexual behavior, and staff code of conduct violations. This includes overseeing the critical incident process; ensuring timely submission of a SA/SIR, notification to appropriate providers, and/or assistance with investigations.
G. Responds to emergencies on a 24-hour basis; assesses situations, determines the most appropriate course of action and directs staff in taking action.
H. Assists in the development and review of the annual budget for the operation of the Shelter; including salary, supplies / materials and services budget items.
I. Reviews and approves time and attendance. Monitors overtime expenditures.
J. In conjunction with the team, the Assistant Director will conduct quality assurance activities. This includes determining performance measures, monitoring the collection of data, and /or preparing requested statistical information or reports for the Office of Refugee Resettlement.
K. Performs other related managerial and administrative duties as required.
III. JOB REQUIREMENTS
A. Knowledge:
- Thorough knowledge of the ORR policies, procedures, and practices regarding the operation of a Residential Shelter for Unaccompanied Children.
- Thorough knowledge of relevant Agency policies and procedures.
- Ability to establish priorities and direct subordinate staff working on a range of concurrent tasks and activities.
- Ability to analyze data reports to discern trends and patterns and take appropriate action. • Excellent writing, speaking and presentation skills.
- High level of emotional intelligence.
B. Physical Skills and Abilities:
- Ability to sit and use a personal computer for extended periods.
- Ability to access all program locations and to climb stairs.
- Must be able to operate a motor vehicle and travel to both the Dobbs Ferry and New Windsor sites.
- Must be able to respond to campus emergencies and crisis situations at all hours. This includes the ability to work overtime, and non-routine hours as required.
C. Mental Skills and Abilities:
- Ability to establish and maintain positive rapport and effective working relationships with the youth, sponsors and the ORR team of providers and administrators.
- Ability to develop and maintain required written program documentation in accordance with regulatory guidelines. This includes the ability to effectively use Microsoft Word/Excel and ORR specific databases/electronic record software.
- Excellent bi-lingual oral and written communication skills, including the ability to clearly communicate Agency program goals and objectives to subordinates.
- Can effectively supervise staff, establish priorities, and monitor the progress of activities.
D. Working Environment:
- General office setting.
- This is a full-time position. Residential shelter services are delivered 24/7 and the Assistant Program Director will be expected to have flexible hours (including evenings, weekends, and holidays) depending on coverage and service needs.
E. Education/Experience:
- A Bachelor’s Degree in education, psychology, sociology, or other relevant behavioral science. A Master’s Degree preferred.
- At least five years of relevant progressive employment experience with a social services or childcare agency that demonstrates leadership, managerial and program development skills.
F. Licenses/Certifications:
- You possess or will be able to obtain Therapeutic Crisis Intervention certification.
- You possess a valid NYS Driver’s License.
